Town Planning Administritive Bureau
Xuhui District Town Planning Administritive Bureau is an operational department under Xuhui District People's Government that takes charge of city planning and management work,and is subjected to guidance by the City Planning Bureau of Shanghai Municipality.The Bureau is liable for performing the following duties: 1.Pursuant to Shanghai Municipality's Overall Program for City Planning Work,to plan out the development plan for each of the land sections and formulate the Plan for Socio-economic Developments in Xuhui District,organize personnel to compile a detailed control plan for ordinary regions,a detailed plan for construction work,and a program for implementation of development and construction work.2.To follow out those laws,rules,regulations,provisions and policies regarding city planning and management set down by the State and Shanghai Municipality;as per the limits of managerial powers stipulated by the People's Government of Shanghai Municipality,to be responsible for the city construction,planning and management within this district;to bring forward"letters of opinion about locality selection"towards those construction projects under its jurisdiction,conduct ratifications and issue the"Permits for Planning of Construction-purpose Lands"and"Permits for Planning of Construction Projects".3.To be responsible for supervising and inspecting how Xuhui District??s Town Planning Program and Architectural Laws & Regulations have been fulfilled,and taking part in the final acceptance of construction projects within Xuhui District,and mete out punishments towards those illegal construction projects pursuant to related laws and regulations.4.To be responsible for managing those archives regarding city construction work within this district.5.To be responsible for managing the survey-cartography and drawing work within this district and managing the toponomic work.6.To complete other tasks as Xuhui District Committee of the Communist Party of China,Xuhui District Government,and higher authorities have authorized Xuhui District Town Planning Administration to treat with..

An introduction to the functions of Environmental Protection Bureau: Xuhui District Environmental Protection Bureau has been established in accordance with the stipulations under the??Notice of Shanghai Municipal Committee of the Communist Party of China and Shanghai Municipal People??s Government with Regard to Institutional Reform in Xuhui District??,and is an operational government 200030 1.To follow out those guidelines,policies,laws,rules & regulations with regard to environmental protection work set down by the State,formulate Xuhui District??s opinion and method for implementation of these regulations;follow out Xuhui District??s economic,technological,and resources-deployment-related,and industrial policies regarding environmental protection,and supervise the implementation of such polices as well.2.To be responsible for compiling Xuhui District??s Program and Plan for Environmental Protection,and arranging competent authorities to make statistics of technical specifications in a unified way.4.To be responsible for prevention and control of the waste water/gas/solids,malodorous gas,radioactive substances,poisonous chemicals,and noises,vibration,electromagnetic radiation,tail gas of motor vehicles,and other pollutants and pollution sources within Xuhui District;to investigate and dispose of those significant pollution incidents and those accidents concerning damage on the ecological environment within Xuhui District;to undertake and handle those opinions and bills & proposals with regard to environmental protection of the National People??s Congress and the Political Consultative Conference at the corresponding level,and treat with those letters of complaint from the people and calls by the people to lodge complaints regarding environmental protection work.5.To be responsible for managing the??protection of ecological environment??work in Xuhui District,controlling the safety of biotechnological environment and nuclear safety within Xuhui District,supervising and inspecting those resources development activities that have a bearing on the ecological environment.6.To be responsible for handling and registering those applications for a Sewage Discharge Permit,collecting sewage discharge fees,assessing the influence upon the environment,and putting into force such environmental regulation systems as??3 doings at the same time??within the area under jurisdiction by Xuhui District Government;examining and approving those reports regarding the influence upon the peripheral environment exerted by those capital construction projects,technological renovation projects and regional development & construction projects in Xuhui District.7.To be responsible for implementing Xuhui District??s System of Environmental Protection Objectives and Responsibilities,organizing and coordinating the quantitative assessment of achievements in comprehensive regulation of city environment.8.To be responsible for organizing personnel to conducting scientific research work regarding environmental protection in this district;to formulate and organize personnel to implement Xuhui District??s Development Program for Environmental Protection;to organize applications for undertaking significant topics regarding environmental protection at State and local levels;and to participate in the quality supervision and authentication work regarding environmental protection equipment in Xuhui District.9.To be responsible for managing the environment monitoring work in Xuhui District,supervising the implementation of Environment Monitoring System and Criteria,guiding and supervising the construction of environment monitoring network,measurement/authentication of environment monitoring stations plus quality assurance work.10.To be responsible for organizing the dissemination of lores regarding environmental protection in Xuhui District,formulating a Plan for Dissemination of Environmental Protection Lores targeting the general public and youngsters in particular,and organizing assorted forms of educational and training activities regarding environmental protection work.11.To be responsible for striking up a team of cadres and workers/staff for the Environmental Protection Bureau,and exposing in-service personnel to trainings,as well as providing guidance upon wages/salary of those organizations under the Environment Protection Bureau.12.To be responsible for responding to administration litigations and handling those affairs with regard to reconsiderations.13.To undertake and handle other matters that Xuhui District Government has assigned the Environmental Protection Bureau to treat with.(2) Duties of each of the sections/offices: 1) Pollution Control Section: (1) To bring forward requirements upon monitoring of macroscopical environment in Xuhui District,contextualize in a comprehensive way the quality conditions of the macroscopical environment in Xuhui District on fronts of atmosphere,body of water,and noises,etc.,and compile an official report about the environmental conditions in Xuhui District on an annual basis.(2) To contextualize in a comprehensive way the conditions of those pollution sources with regard to those pollutants discharged in the whole district,bring forward requirements on supervisory management conducted by on-site law enforcement departments,and make compositive analysis of environmental pollution factors and data in the whole district.(3) Pursuant to the stipulations set by Shanghai Municipal Environmental Protection Bureau,to compile and organize personnel to implement the Plan for Control and Reduction of the Aggregate Quantity of Pollutants Discharged in Xuhui District.(4) Pursuant to the stipulations set by Shanghai Municipal Environmental Protection Bureau,to organize personnel to handling and registering those applications for a Sewage Discharge Permit,summarizing data and rendering work reports.(5) To follow out the??Sewage Discharge Permit??system,and be responsible for issuing the Sewage Discharge Permits in Xuhui District,and supervising the issuance of such permits.(6) Pursuant to the stipulations set by Shanghai Municipal Environmental Protection Bureau,to be responsible for organizing personnel to making statistics for compilation of annual and semi-annual reports regarding environmental protection work in Xuhui District,and render such reports to higher authorities.(7) To organize personnel to implement professional environmental protection work,specific- purpose environmental construction or renovation work,and be responsible for gathering up and summarizing data and rendering data to higher authorities.(8) To coordinate with the organization and implementation of those projects regarding professional environmental protection work,specific-purpose environmental construction or renovation work that have not been initialized by the Bureau of Environmental Protection;and to be responsible for gathering up and summarizing data and rendering data to higher authorities.2) Compositive Management Section: (1) To be responsible for laying down Xuhui District??s near,medium and long-term programs and related action plans for environmental protection work.(2) To participate in formulating Xuhui Districts Program for National Economy and Social Development.(3) To organize personnel to formulate,implement and boost the environmental protection and construction work in the local region or in a comprehensive way.(4) To organize personnel to implement and coordinate Xuhui District??s quantitative assessment of compositive rectification of environment quality,and environmental auditing work.(5) To be responsible for handling jural affairs for the Environmental Protection Bureau,examining and approving the legitimacy of administrative punishments,conducting administrative enforcements of laws,treating with administrative reconsideration affairs arising in the Environmental Protection Bureau,and responding to administrative litigations.(6) To be responsible for evaluating the implementation of Environmental Protection Law Enforcement Responsibility System by the Environmental Protection Bureau and the establishment of archives regarding individual persons??law enforcement performance.(7) To assign corresponding authorities to manage and implement those laws and regulations concerning environmental protection,and the professional educating and training programs offered to intramural and extramural personnel.(8) To organize personnel to implement the ISO 9001 Quality Control System,and assess the operation of such a system in the Environmental Protection Bureau.(9) To formulate a plan to disseminate,and educate the general public to obtain,environmental protection lores,and organize personnel to carry out activities for the purpose of spreading environmental protection lores.(10) To be responsible for the operations of and management over computer-based information network and website of the Bureau of Environmental Protection regarding environmental protection,and formulation of a program for establishing an informatized system for handling environmental management work.3) Supervision and Management Section: (1) To be responsible for examining and approving those newly established projects regarding environmental protection within this district,and organizing personnel to implement the System for Evaluation of Influence on Environment Exerted by Construction Projects.(2) Referring to the requirements upon Xuhui District??s Overall Program for Economic and Social Developments and its environmental protection objectives,to take part in decision- making process with regard to significant construction projects.(3) To be responsible for final acceptance of completed construction projects.(4) To be responsible for handing over and filing various kinds of documents regarding construction projects which have been finally accepted.4) Administrative Office of the Environmental Protection Bureau: (1) To organize and coordinate the routine affairs undertaken by different departments under the Environmental Protection Bureau,follow out various rules and regulations formulated by higher authorities and the Environmental Protection Bureau.(2) To be responsible for handling secretarial & clerical and archiving affairs,information,correspondence,keeping secrets,and regulating social security in a comprehensive way,conducting administration supervision and financial management,etc.(3) To be responsible for compiling work plans,summaries and related documents for the Environmental Protection Bureau,and supervising how those work objectives set by the Environmental Protection Bureau have been fulfilled.(4) To be responsible for deploying and transferring those cadres with those Physical Culture Bureau

Housing,Land and Resource Administration is an operational department under Xuhui District Government that takes charge of housing property,land and reform into the housing accommodation policy throughout Xuhui District.1.Major duties: (1) To follow out those guidelines,policies,laws,rules and regulations governing housing property and land,and the reform into the housing accommodation policy,and those regulations formulated by Shanghai Municipal Administration of Housing Property and Land Resources,study and organize personnel to implement the enforcement method.(2) Pursuant to Xuhui District??s Overall Program for National Economy and Social Development,to study and formulate the Overall Program for Land Utilization and medium and long-term Plan for Development of the Real property registration information,registering and issuing certificates of ownership rights over housing property within Xuhui District;verifying and confirming the ownership rights over housing other jobs that Xuhui District Government has assigned the Housing,Land and Resource Administration to treat with.2.As far as intramural organs are concerned,pursuant to the major duties as stated above,Xuhui District??s Housing,Land and Resource Administration has set up 7 functional sections/offices,which are namely,the Administrative Office,Land Utilization and Management Section,Housing Property Dismantling Management Section,Real Estate Market and Ownership Rights Management Section,Property Management Section,Housing Accommodation Policy Reform Section,and Compositive Management Section.The major duties of each of these sections and offices are described as below: (1) Administrative Office: To be responsible for organizing and coordinating the government affairs in government units,liaising with external parties,handling official business and correspondence,letters and files;summarizing,compiling and issuing various kinds of information;putting into force and supervising the implementation of related decisions,resolutions and those instructions given by cadres;organizing and arranging meetings,activities,and foreign affairs,and handling letters of complaint from the people and calls by the people to lodge compliants;coordinating and managing the logistics and administration work;spreading lores about laws and regulations;managing administrative litigations (inclusive of responding to administrative litigations and hearing of witnesses,etc.) and other affairs regarding administrative enforcement of laws in a comprehensive way;compiling the annual budgets and final accounts for the Housing,Land and Resource Administration,and guiding the implementation of such budgets and final accounts;managing those funds managed by the Housing,Land and Resource Administration,conducting business accounting for,and financial management over,public institutions;collecting,and managing the collection of and payment for,various fees as stipulated and related funds;settling accounts for,examining and approving the accounts of,various funds under mandatory management;managing the fixed assets in the possession of the Housing,Land and Resource Administration.(2) Land Utilization and Management Section: To be responsible for managing the transfer of the right to use of State-owned land in the entire district in a unified way;making preparations (on fronts of transferring out,assignment,leasing out,or sharing of stock equity,etc.) for signing contracts upon for-value use or transfer of State- owned land;reporting to higher authorities the floor bidding/tender price;working together with related departments to manage the revenues earned from land assets,checking and verifying and managing the State-owned land assets in storage;managing the acquisition and allocation of land sections for construction and agricultural development purposes,and putting of such land sections into any other purposes,utilization of collectively-owned land sections (inclusive of those land sections to host residential establishments erected by peasants),and land sections for temporary use,all in the entire district in a unified way;summarizing the information regarding those construction-purpose land sections and those land sections to be used for value in the entire district.(3) Housing Property Dismantling Management Section: To be responsible for conducting administrative management over the dismantling work of varied kinds of housing property in the entire district,inclusive of examination and approval of dismantling projects,ratification and issuance of Dismantling Work Permits,and control of the aggregate load of dismantling work;examining and approving the qualifications of dismantling organizations,issuing qualification certificates to dismantling organizations,reexamining and verifying the qualifications of dismantling organizations;examining and urging the??returning??work of those residents who have to accommodate themselves in some temporary housing establishments because of dismantling work;renovating aged housing property in this district,and conducting administrative management over protective and preservative renovation work.(4) Real Estate Market and Ownership Rights Section: To be responsible for managing the filing work over those real estate development enterprises after they have gone through the incorporation formalities,managing the qualifications and business development activities of these enterprises;managing those real estate brokers and specialists;managing the transfer,swapping,lease of real estate,transfer of housing property construction projects,and handling other affairs regarding real estate transactions;participating in organizing and summarizing information and data with regard to the real estate market;managing the cadastral,housing property registration and ownership right information regarding the housing property and land in urban and rural areas;making statistics and analysis of basic data regarding cadastral and housing property registration information;assisting in executing and managing those affairs concerning mortgage of real estate and housing property;guiding the issuance of ownership right certificates of housing property;coordinating in disposing of contradictions and disputes concerning the ownership rights of housing property in this district.(5) Property Management Section: To be responsible for managing the property management industry in this district,inclusive of managing the qualifications of property management companies,guiding,coordinating,and supervising the operations of the property owners??committees,management over and use of housing property repair & maintenance funds;coordinating the flood control and??typhoon- incurred-damage-prevention??work for the housing property in this district.(6) Housing Accommodation Policy Reform Section: To be responsible for investigating,studying and assessing the implementation of those policies regarding reform into the housing accommodation system;working together with related departments to draft out certain methods for implementation of Shanghai Municipal Regulations upon Reform into the Housing Accommodation Policy,and organize,guide and supervise the implementation of such a policy;managing the reform into the housing property distribution system,sale of low-rental housing property and publicly owned housing property,adjustment of lease rentals of publicly owned housing property;implementing and putting into force the policy governing privately owned housing property and disposing of those issues regarding privately owned housing property left over prior to the start of Cultural Revolution;making arrangements for housing property sourcing,outlays and distribution in a holistic manner;and managing the ownership rights over housing property owned by religious organizations or operated by proxies on a commissioned basis,and conducting business accounting of lease rentals accordingly.(7) Compositive Management Section: To be responsible for constructing party organizations and disseminating ideological & political lores within the Housing,Land and Resource Administration,spreading the Party??s guideline and policies,organizing various types of learning activities,making efforts to enhance the holistic qualities of the membership of workers and staff;working together with related departments to work out methods for assessment of fulfillment of job objectives,and organizing and guiding the implementation of such methods;evaluating and appointing cadres,issuing public notices regarding appointment of cadres,tracing along and examining the working performance of those cadres on probation;fostering activists and absorbing more qualified personnel to become party members,and conducting democratic appraisal of the working performance of party members as well;adjusting the establishment of intramural organs and furnishing each of the sections/offices with staff members in the Housing,Land and Resource Administration,handling the formalities with regard to appointment and dismissal of cadres,managing those retired elderly cadres,and handling personnel archives,etc;making harder efforts in constructing labor unions;carrying out certain projects to enhance the cohesive affinity among staff members,mobilizing the initiatives of workers and staff towards their work,so as to facilitate the accomplishment of various jobs as assigned by the Housing,Land and Resource Administration without let or hindrance.(8) Compositive Planning Section: The Housing Property Construction Management Section is responsible for studying and setting own,compiling,summarizing and reporting to higher authorities,Xuhui District??s medium and long-term plans for development of housing property,annual & quarterly plans for construction of residential establishments,construction plans,and various types of supporting construction programs,and supervising and examining the implementation of such programs and plans;doing a good job in levying,utilizing and managing the charges for supporting works regarding housing property construction projects in this district,and conducting lump-sum management over these projects;making statistics and analysis of the information about the developments of housing property industry in this district,providing data and information concerning the developments of the housing property industry;coding,and conducting fundamental management work over,those housing property construction sites in this district.(9) Engineering Management Section: To study and formulate the Program for Construction and Development of Supporting Facilities for Newly Erected Residential Establishments in Xuhui District,and organize personnel to put into force such a Program;do a good job in joint examination of the availability of supporting facilities for newly erected residential establishments in Xuhui District;take part in the joint examination of those charges levied upon supporting facilities for lump-sum projects regarding construction of residential establishments;work jointly with related departments to compile,and render to higher authorities,Xuhui District??s Annual Program for Completion of Supporting Facilities for Newly Erected Residential Establishments,study and formulate the Holistic Plan for Bringing Sewage into Shanghai Municipality??s Drainage Pipe System;compile the Plan for Road Construction and Deployment regarding residential establishment construction projects;formulate,examine and approve Xuhui District??s Plan for Construction and
